OpenAI is awarding grants to 14 independent projects that will explore policy ideas for economic opportunity and societal resilience as AI becomes more capable and widely used.

The grants follow a commitment the company made after publishing its Industrial Policy for the Intelligence Age paper in April 2026. OpenAI says the projects are meant to test, challenge, and extend its ideas rather than simply promote them. The announcement also notes that ChatGPT is used by 1 billion people across regions, income levels, demographic groups, and major age groups.

The important point is that OpenAI is tying AI deployment to institutions and distribution, not only model access. The company argues that broad availability will not determine by itself whether AI benefits many people or concentrates gains among a few. Because the work is grant-funded and external, its value will depend on whether the projects produce concrete proposals that governments, employers, and communities can evaluate independently.
